That is a good question. I don’t recall there being any rule against it.

Driving around gives me time to think and what I came up with is this: honestly, there’s very little to lose by continuing, so my encouragement is to continue and let the war roll happen naturally. Is there something you are looking to door avoid by going to war early?

Are the Marines using SMAW or LAWs in this conflict? I don't think we are lucky enough to get javelins.

There are a few Javelins in play, having just entered the inventory. But the vast majority went to Poland and some in Sweden. Have you got an explanation on how a Marine ended up in Romania all alone? Not saying it couldn’t happen, just like to hear the background.

Back in the 2000s the corps was first to fight, and any VIP had a Marine escort. Also Marines always train coalition forces, and always will. Take your pick.

Edit:

I like the first to fight route. This Marine turned bandit turned back to Marine has been there since the first shot was fired.
