no elf I know can take the form of a human. Not even the visage of a specific animal" her voice then drops lower
"I have heard tales, very old tales, of fey 'who walk between shapes'. That can take the form of anyone they lay their eyes on. Malicious beings who live only to sow discord, enmity… and death." She pauses, before adding quietly

@WanderOne - Barns is an educated Wizard. Even a 'polymorph self' - a 4th-level spell!, doesn't allow one to take the form of a specific creature. Maybe an exceedingly powerful wizard managed to invent a more powerful spell that does, but it is highly unlikely. Sirilia is likely saying the truth when she says no elf she knows possesses such power.
