I quite like the charaterization, sounds like someone with a lot of insecurities for me to prey on.
Oh, cruel world. Let's first spawn a bunch of shibari-loving roaches crawling out of suspicious holes in the floor.

It really felt to me like the "Phobia" portion of the character sheet may as well read as "Things you'd like me to torture/kill your character with during roleplay." ;)

Update:

Devon Morgan

Backstory: Devon is a local in her twenties. Member of a punk rock band. She believes in the paranormal, but has never seen real proof of its existence.

Phobia: Being bound and helpless. Devon developed PTSD during a private encounter gone wrong, when her partner at the time lost the keys. Devon hates the loss of control of her own body movements through confinement and being bound.

Personal Agenda: Devon knew some of the teens who went missing. Her younger brother, Eric, was one of them. She wants to know what happened to them and if her little brother is dead or alive.
Detective Warren
Devon is acquainted with Officer Warren. Maybe too much. During his beat days, he escorted Devon, friends, and bandmates, in several occasions to the hospitality suite of the town's shining facilities. He always seems to pop up when she makes a return visit to the town.

Peter Lawrence
Devon remembers Peter from the town meetings last year during the investigtation of the disappearances. She doesn't know him, but understands he is genuinely concerned about those who went missing. He went to the same school as her little brother, Eric.

Claire Owen
Ummm! Yeah… Like it or not, Claire is Devon's number one fan. She sometimes has flashes of King's Misery when she thinks about it. Devon wishes Claire could just learn to chill.

Hmm… So he's an obstacle… The plot thickens.

Oh, absolutely. Also, leverage. For example, you have two choices: go through a kitchen with cockroaches or through a hallway with holes. But I shouldn't spoil it.

I like what Devon did there--Peter's background with other characters:

Detective Warren
Peter wouldn't have interacted with the detective as part of the officer's job, but he's familiar with him from his research on the disappearance. Unfortunately, this mainly consisted of studying Warren's perceived mistakes during the opening of the investigation.

Devon Morgan
Peter knows Devon as Eric's totally bad ass, super hot older sister. He'd be way too nervous to ever approach her, but always thought she was cool, even before she went punk rock. Eric himself was a good kid who was never mean to Peter even if they weren't ever particularly close--he treated him like a person and was kind to him in class regardless of their social circles. He's someone Peter would be happy to rescue.

Claire Owen
Peter doesn't know Claire very well, since she's a bit older. May have caught site of her at the town meetings, but if so she was so focused on Devon she didn't notice him.

Since we're doing it anyway, I'll join in.

Devon Morgan
"Oh, where do I begin…" She's that punk rocker who gets arrested every time she's in town. Claire isn't a kind of person who would appear near a rebel like Devon in a police report. Except Claire does appear near her all the time elsewhere. On every concert. And near her house. And accidentally reaches for the same bag of potato chips in a store so their fingers accidentally touch… No, that part never happened. But more importantly, Claire isn't a fan, not really. That word would describe nothing. It's hard to name the exact type of connection. An admiration, perhaps? A fondness? Maybe even a bit of envy. And this would be as much as even a therapist would know.

Detective Warren
A cop. Claire always managed to dodge him whenever D was "escorted", but he was always in the way somehow even when he wasn't arresting anyone. Less like a person and more like a locked door. A nuisance.

Peter Lawrence
Claire never noticed him. And it was likely that the experience was mutual.
