The National Salvation Front (FSN) was formed on 22 December 1989 as an emergency governing council; its initial Council numbered about 40 members. Its membership was a deliberate mix of former regime technocrats, military and security actors, visible dissidents, intellectuals and civic figures intended to stabilize the state while claiming revolutionary legitimacy.
Former Communist officials and technocrats, senior figures with prior party or state roles, were central to the FSN leadership, which helped provide administrative continuity. Army officers and other security‑sector actors were present among the Council’s ranks and played key roles in securing institutions during the transition. Writers, actors and civic activists (for example, figures who announced the revolution on television) were included to signal a break from Ceaușescu and to broaden legitimacy.
