Surrounding the palace are three rings called wards. The ward immediately outside of the palace is the government ward. It holds the ministry offices and residential for several noble families. Along the Eastern and Western passages, are gardens of peach trees, cherry blossoms, and a flowing stream filled with giant goldfish. When not in court, nobles gather and gossip in the gardens. There are several luxury tea-houses and Inns for the nobility.

The central ring is the Merchant Ward. Shops, upscale Inn/Taverns, tea houses, street vendors, and various craftsmen populate this large ring. The middle class and non-aristocratic wealthy reside in this ward.

The outer ring comprise the river docks in the East, stables and wagon drivers to the West, and farms to the north.
