I'm not a gun expert. The 30-60 is a much more powerful gun, meant for big game hunting. It is supposed to have a serious kick to it. Does that make sense for Jocelyn? I don't want to assume. If it makes sense, then go for it. Don't pick it because it does 2d6+4 and the 22 only does 1d6+1. Pick what makes sense for your investigator.

Yes. That works. I only ask that you be realistic on when you’ll have the rifle. It could be in the trunk of a car, but you won’t have it slung over a shoulder at school.
Looking at the table in the appendix of the Keeper's Rulebook (p. 403) and focussing on the rifles made in the USA (so not the Lee Enfield for example), the .30-06 bolt action rifle is one that was used for hunting.

If you think that one is too much, another one that was used for hunting in the US (of small game) is the 30 Lever Action Carbine.

I see the .22 bolt action rifle was also used for small game or vermin.
Coming back to this, although you said the following:

Given that, I will also allow Jo to bring the .30-06 Bolt Action Rifle that was requested earlier (2d6+4 with 5 bullets). You will also need to beg, borrow, or steal more bullets.
...I think that rifle sounds a bit OTT. If it's ok, I'll take the middle version, the 0.30 lever action carbine which was used for small game and is better than the .22 at 50 yards and 2d6 dmg, but has a 98% malfunction :-)

That works great for me.

I apologize if I was a bit heavy handed. I really dislike min-maxing. I don't think that was what either of you were doing, but I lashed out as if you were. I am overly sensitive about it.

Thanks again!
