As Thalen and Thea heads away from Harl, the blacksmith gives a—possibly quite embarrassed—grunt that seems to say that yes, he would like a friendly visit sometime soon. Then he looks around, makes sure nobody saw that moment of weakness, and blends into the crowd to hear the speech.

Elder Caitrina
Caitrina welcomes the two youths to stand next to her. As Theda Miller takes her place, she keeps throwing glances towards her father. Her face is guardedly neutral, but grows flushed with red as her and Gaelan's eyes meet past the elder between them. She nods and mouths something vaguely like 'hi' towards him, but then her face is obscured by Caitrina's flowing cloak as the councilwoman raises her hands skywards.
"In trying times such as these, the delicate threads that tie our community together are more important than ever." The wind picks up, whipping and tugging at the hem of Caitrina's cloak as she speaks.
"And so tonight, I have been given the privilege of announcing..."
As Lirann and Beric move away from the crowd, the wind shifts. Through the heavy wood-smoke of the bonfire it is hard to detect, but now they pick up a different scent, sharp and acrid, coming not from the open fires, but from Galthic's inn next to them.
Thalen glances aside from the speech, and his gaze fall on an open window of the inn. At first his eyes tell him it is merely a candle flickering in the breeze, but then he sees tongues of yellow flame dancing hungrily, spreading quickly over the walls and ceiling.
Before anyone can react, a scream cuts through the chill evening air, from somewhere within the inn. Then more screams, spreading out into the crowd as more and more heads turn from the elder's speech.
"Fire!" someone shouts.
"Galthic's is burning!" cries another.
"There's people in there!"
Panic breaks out among the assembled masses, parents shouting for their children, people being knocked over in the frenzy to get away from the inn. A few level heads try—valiantly, but in vain—to organize a group to fetch water from the river and the well. Elder Caitrina's voice, like the other councilor's, are lost in the cacophony.

This gets us to the first major gameplay section. You can think of this as similar to a skill challenge from D&D, where the goal is to achieve a certain number of successes. The fire has an Intensity (3) and it will gradually increase if left unchecked. Simply describe what your character tries to do on their turn and how they go about it, and I will then ask you to make an Ability Score Check if necessary.
We'll move in turns like combat, but while combat turns are generally around 10 seconds, here each turn is a couple of minutes. Beric, Thalen and Lirann all succeeded on the Wisdom Check, and so get to go first in a 'surprise round' of sorts (you can go in any order you want among the three of you, assume you are all acting more or less simultaneously). After that, we go in initiative order, which is as follows:
